She leads the development and implementation of evidence-based models designed to improve health equity, enhance outcomes, and connect individuals to essential social and community services through strategic local and national partnerships. 

Dr. Winters earned her Doctor of Physical Therapy degree from the University of Southern California and holds certifications in manual therapy, orthopedics, dry needling, exercise and sports medicine, and nutrition.
